U.S. Passport Services


We have noticed a tremendous demand for passport services within the last three or four years. Since we don't accept any appointments, we are aware that the traffic flow will vary from day to day; resulting in long line of applicants during our predictable peak periods.

If you don't want to wait in line, please consider submitting your DS-11 passport application forms with the other Passport Acceptance Facilities. Some Post Offices will gladly accept your appointment to make the DS-11 application with them. The Honolulu Passport Office in the Federal Building will accept expedited applications from people who are traveling within 2-3 weeks, have proof of travel and have made an appointment, with confirmation number, by calling their toll-free phone number, 1-877-487-2778. Some University of Hawaii offices will also accept applications during their business hours.


The Hawaii State Library passport service is set up for people who don't want to wait for an appointment time with the Post Office Passport Acceptance Facilities and are not traveling within 2-3 weeks for an appointment with the Honolulu Passport Office or don't want to pay the expedited fee. If you don't want to wait in line with our office, here are some guidelines that might help to speed your process along. Our off-peak times are during the months of June to November of every year. Applying then will generally result in shorter or no waiting times. Avoid the months of March and April because that has been our traditional peak times for the last four or five years. If you must come in during our peak periods, apply during the weekdays, come in during the hours of 11 am to 1 pm, come in during periods when school is in session and call us at 586-3477 to make sure you have all the documents. Following these guidelines will help to make your passport application process a more pleasant experience.

Please call the Federal Documents Section at 586-3477 if you are planning to apply for a U.S. passport at the Hawaii State Library. Passport applications are accepted on a walk-in basis, first come, first served.


The library will only process Form DS-11 passport applications. This form is for first-time applicants or for those who are NOT eligible to use Application for a U.S. Passport by Mail, Form DS-82. For further information visit the State Department's website.


We do not process Form DS-82. Please read the "Can I Use This Form?" section on the first page of Application for a U.S. Passport by Mail, Form DS-82, to see if this is the correct form to use.

Passport Cards Using Form DS-11

The U.S. Passport Card may only be used for re-entry into the United States at land borders and sea ports-of-entry when traveling from Canada, Mexico, the Caribbean and Bermuda. Passport cards may NOT be used for air travel.
